- Considerations include the relevance of the proposed project to the applicant's business, budget feasibility, and reasonable implementation details.

- Evaluation also checks for any adverse records of consultants or service providers.

- Pre-submission involves verifying documents, checking quotations, and drafting a project proposal. 

- Post-submission includes responding to queries, scheduling contract signing, project completion with auditing, and assistance in final reporting.
